These terms govern access to and use of the PNEUSCOPE website and information service.

1. Operator and service
PNEUSCOPE is operated by VSN j.d.o.o.. PNEUSCOPE provides commercial information about professional tyre demand derived from public procurement sources. It is an information service, not a contracting authority, procurement adviser, legal adviser, broker or bidding representative.
2. Information-only nature
PNEUSCOPE highlights procurement opportunities and source facts. It does not guarantee that a user qualifies for a procedure, that a bid will be accepted, or that an opportunity remains unchanged after publication. Formal procurement documents and the contracting authority's official system remain authoritative.
3. User responsibility
Before making a commercial, legal, pricing, logistics or bidding decision, users must verify material facts — including deadline, scope, specifications, eligibility and procedural status — against the official source. Users remain responsible for their own decisions and submissions.
4. Accuracy and availability
We aim to publish evidence-backed information and to correct material errors when discovered. Public-source systems may nevertheless contain errors, delays, corrections, outages or incomplete data. PNEUSCOPE may update, correct, remove or reclassify records as source evidence changes.
5. Public and paid services
The public website is a limited information and discoverability surface. Separate paid PNEUSCOPE services may provide additional monitoring, alerts, filtering or intelligence under the commercial terms agreed for that service. Publication of a record on the public website does not create a right to any paid feature.
6. Intellectual property and permitted use
PNEUSCOPE branding, presentation, software, classifications and original analysis are protected by applicable intellectual-property rules. Users may use individual published facts for normal internal business purposes and may link to PNEUSCOPE pages. Systematic copying, scraping for republication, resale, creation of a competing database, or removal of source/attribution context is not permitted without written permission, except where applicable law expressly allows it.
7. External sources
PNEUSCOPE links to third-party public procurement systems. Those systems are operated independently and have their own terms, availability and content. We are not responsible for their operation or for content changed after our last observation.
8. Liability
To the maximum extent permitted by applicable law, PNEUSCOPE and VSN j.d.o.o. are not liable for indirect or consequential loss arising from reliance on public-market information, missed opportunities, source outages or changes made by contracting authorities. Nothing in these terms excludes liability that cannot legally be excluded.
9. Changes
We may update these terms as the service changes. The current version published on this page applies to use of the public website from its stated update date.
10. Governing law and contact
These terms are governed by the laws of the Republic of Croatia, subject to mandatory rules that may apply. Questions about these terms can be sent to office@vsn.hr.
